Innovation Synopsis

Books@Home provides free access to Montgomery County Public Libraries’ resources to residents who cannot visit the library due to physical disability, health issues or fragility. Materials can be ordered by phone or online and are received at home through the United States Postal Service in postage prepaid reusable mailing bags.

Challenge/Opportunity

Montgomery County had more than 1 million residents in 2016; 79,000 reporting some disability, 35,770 reporting ambulatory difficulties (walking or climbing stairs) and 44,500 reporting independent living obstacles (doing errands alone). About 36,000 residents were unable to visit the library, a situation that is mentally debilitating and isolating. In 2018, Books@Home was developed and executed, connecting homebound customers “beyond library walls” with staff and multiple services and resources free of charge.


Key Elements of Innovation

Books@Home is an innovative program that successfully meets the needs of a previously-underserved population through a simple process. Applications are available at MCPL branches. A health care or social services provider or clergy person must sign the form, certifying the applicant is homebound. Qualified residents with a library card can receive up to five items a week (to a maximum of 20 total items checked out for a six-week period), have access to online resources, obtain recommendations and place holds on items.


Achieved Outcomes

Books@Home provides an invaluable service to residents who are unable to visit the library. Individuals access tangible materials and online resources from MCPL. The program’s main benefit, however, is its impact on residents’ lives. As of January 2019, 48 customers are served by the program with two to three new applications received monthly. Books@Home allows individuals to continue feeling and being part of the community. It is a personalized service that provides opportunities for connection and a sense of independence.
