Innovation Synopsis

To provide critical services to hard to reach groups in our community, the Santa Clara County Library District created a Community Outreach Specialist position, which connects community members with a variety of government and nonprofit services. The Specialist has built trusted relationships and is delivering services where they are needed most.

Challenge/Opportunity

Santa Clara County is the sixth largest county in California, with the highest percentage of foreign-born residents in the state, as well as a sizeable unhoused population, among other common challenges faced by urban areas. Libraries offer a wealth of information, but some individuals need help accessing resources, as well as advocating for themselves. An in-house resource with expertise in community organizing, interfacing with service providers, and assisting those with language and other barriers is the solution.


Key Elements of Innovation

The Community Outreach Specialist operates out of the Ochoa Migrant Center in Gilroy, supporting farm workers by teaching leaders to run their own meetings, collaborating with local partners on a food pantry, and arranging vital health awareness services. He also works with Library District staff to provide migrants with evening ESL classes. At the Milpitas Library, which serves a diverse local community, his primary focus is on assisting those who are unhoused obtain benefits and services, including locating housing.


Achieved Outcomes

As of March 15, 2023, the Outreach Specialist has worked with a local nonprofit in Gilroy to assist 43 individuals apply for green card renewals, helping them to keep their jobs, or provided them with other immigration assistance. The food pantry has sustained 33 families and other individuals. He has also connected 52 people in the Milpitas area with government agencies to obtain entitlements, aid, and to access resources such as housing. He often acts as an advocate on their behalf and helps them fill out paperwork.
