Innovation Synopsis

On September 2021, the Miami-Dade Public Library System (Library) was named as an Autism Friendly Partner by the University of Miami-Nova Southeastern University Center for Autism and Related Disabilities (UM-NSU CARD). This designation has enabled the Library to expand and enhance programming and services and offer new opportunities, with more specialized services catering to the needs of the neurodiverse population. To receive this designation, all Library staff completed Autism Spectrum Disorder and Strategies for Inclusivity training provided by UM-NSU CARD, the Library’s marketing team developed custom social narratives, or written descriptions of library spaces for each library branch, sensory-friendly program offerings were expanded throughout the library system, and sensory-friendly spaces were designated within library branches.

Challenge/Opportunity

With the increase of diagnoses of special needs or neurodevelopmental disorders the Library saw an opportunity to better serve this population. Staff providing programs in-person noticed some children running around, yelling, and displaying repetitive gestures. and felt uncomfortable or unprepared. In January 2020, the Miami-Dade County Board of County Commissioners directed the Administration to enter into an agreement with the UM-NSU CARD for countywide autism and neurodiverse inclusion program. The Library was one of the first County departments to participate in the training program. The training was a valuable resource in how best to appreciate the perspectives of neurodivergent individuals and the families and how best to accommodate and welcome them into our libraries and the many programs we offer. The Library was the first County department to receive UM-NSU CARD’s Autism Friendly designation acknowledging the Library’s efforts to provide a welcoming space for everyone.


Key Elements of Innovation

The Autism-Friendly Designation is an important mark of distinction for the Library and Miami-Dade County, as it shows our commitment to providing quality inclusive programing for all. Training ensured that staff were equipped with the skills to compassionately serve this special population. Social narratives were created to create a way to pre-visit the library before physically visiting the library by way of visuals to ensure the guest is familiar with the space prior to visiting. Tailored events, workshops, and educational sessions address the diverse needs and interests of individuals on the autism spectrum, promoting social interaction, skill development, and community integration. Sensory-Inclusive Spaces prioritize comfort and minimize sensory overload, creating an environment conducive to learning, engagement, and relaxation. Sensory kits were created and are available at all branches to be used at the libraries to help alleviate any potential triggers.


Achieved Outcomes

Families with neurodivergent children recognize that the Library is a safe space for their children in the community, and Library staff feel confident engaging with and developing programming that is inclusive of neurodivergent individuals. Schools, community organizations, and families regularly inquire about programs and services we offer and request library staff to provide appropriate activities for diverse populations at their service points. Since the designation, there has been an increase in inclusive library program offerings. Increasing accessibility to people on the spectrum, whether they are mild or severe, is a priority for the Library. Training and empowering staff by increasing their awareness has been highly beneficial. As a result of this program, families have more opportunities to take part in different programs that meet their family’s needs. The National Association of Counties (NACo) recognized the program in 2024 with a Best in Category award.
