Innovation Synopsis

Emily Flores, an NTEN Digital Inclusion Fellow and San Antonio Public Library staff member, developed a Digital Inclusion Certificate Program to offer patrons the opportunity to enhance their digital skills. Available on a drop-in basis, the program offers five tracks for individuals to explore according to their interests.

Challenge/Opportunity

Learn at SAPL offers adult basic education services on a drop-in basis that guide adults to achieve their education and career-related goals. Staff noticed a need to expand programming beyond “one-and-done” services and offer digital skills training in which participants develop long-term digital literacy skills. Additionally, by offering learners the choice of which track to pursue, individuals can focus on training(s) that are most relevant to them and their goals.


Key Elements of Innovation

After successfully completing a “knowledge check” for one of five steps in each track, participants scratch off one seal on their progress cards and earn a certificate upon program completion. Individuals have the option to select from the following options for their training:

  • Basics of using a computer
  • Connect with friends and family
  • Find and apply for jobs
  • Build their professional skills

Participants can choose to work through as many tracks as they desire.


Achieved Outcomes

The Digital Inclusion Certificate Program takes advantage of Learn at SAPL’s drop-in model to provide patrons with a convenient way to explore technology at their own pace. The Digital Inclusion Certificate Program has provided numerous participants with a successful introduction to technology and higher-skilled learners have been able to upskill their digital literacy. Many finishers have reported experiencing an advantage in the job market with the credential.
