Library Leadership Reorganization

Charlotte Mecklenburg Library, N.C.

Library Operations & Management | 2019

Innovation Synopsis

In July 2018, Library CEO Lee Keesler announced a leadership organizational change involving a redesign of the library’s leadership structure, intended to achieve a number of important strategic, structural, situational and environmental goals for the organization.

Challenge/Opportunity

Reorganizations can be disruptive and distracting, but the changes were intended to put the library in a better position to achieve its strategic goals, eliminate inefficient organizational design and build operating momentum. Every effort was made to ensure the process was equitable and transparent. New roles were created and some existing roles were eliminated to fund the new positions. Impacted employees could interview for new position(s) and/or existing library positions for which they were qualified.

Key Elements of Innovation

Communication to impacted and all employees began immediately, along with five employee Town Halls. The reorganization was defined by: 1) Strategic goals to support the mission and 2025 goals; 2) Structural goals to organize around customers, community, capacity and change, and to provide authority for responsibility; 3) Situational goals to prepare for a new Support Services Center and new Main Library; and 4) Environmental goals to support a single, inspiring organizational culture with team members who embrace change with positivity.

Achieved Outcomes

Four key leadership positions were filled (chief customer officer, chief community officer, chief capacity officer and chief innovation officer), as well as 35 leadership positions that have new employees or new responsibilities. CEO Keesler continues to update all employees through regular video updates, emails focusing on Fact or Fiction and a new culture initiative that rolled out in October 2018. The leadership team and extended leadership team work together to ensure all facets of the organization move forward.
