The Dallas Public Library provides laptop and hotspot bundles to county hospital patients who participate in health risk-mitigation programs. Bundles are loaned for the duration of the program to facilitate continued participation from beginning to end.

Challenge/Opportunity

Digital technologies are expanding access to medical care, but these innovations are dependent on users have both access to devices and wifi as well as the skills needed to use them. Parkland Hospital and Health Services, Dallas County's Public Hospital, offers several programs to promote better outcomes for high-risk patients. Patients are required to enter health data online or participate in Telehealth appointments. However, many would-be participants do not have home internet connection or digital skills.


Key Elements of Innovation

The Dallas Public Library provides laptops and hotspots to patients participating in Parkland Hospital wellness programs monitoring the health of individuals with hypertension, new mothers and those in need of transitional care. Laptop bundles are loaned to the patient for the duration of the program whether that is one month or an entire year. For individuals who may be housing insecure, library cards are registered to the hospital address. Library staff help patients get comfortable with the technology.


Achieved Outcomes

Access to free laptops, Wi-Fi hotspots and technology tutoring lowers the barriers for patients to participate in potentially life-saving or prolonging programs through the County Hospital regardless of their socioeconomic status. Not only do patients have greater access to medical care, they are also introduced to library services and staff which may provide a much needed social support.
