Innovation Synopsis

The Jefferson County Public Library (JCPL) flexible digital literacy and equity program, PowerOn Jeffco, was launched in January 2024 with a goal of promoting digital literacy and bridging the digital divide in our most vulnerable communities. JCPL provides access to technology, internet and digital literacy in our community, under a model that seeks to overcome barriers of access with effective results and deep impact. At one of several class locations around the County, participants attend six sessions to build basic computer skills. Upon successful completion of the program, up to 600 qualified low-income participants receive a free laptop and one year of pre-paid internet access. PowerOn Jeffco serves a wide variety of vulnerable groups, including Spanish speakers, immigrants and families served by Title 1 schools in low-income areas. The program is funded by Jefferson County using American Rescue Plan Act funds.

Challenge/Opportunity

The program was specifically designed to bridge the digital divide and support digital equity and inclusion for low-income members of the public. Census data shows that three percent of households in Jefferson County do not have a computer or electronic device, while six percent do not have access to the internet. JCPL offers internet access and Wi-Fi in library locations, basic computer classes, one-on-one librarian appointments for technology support, Wi-Fi enabled hotspots and Wi-Fi enabled laptops. However, JCPL noticed that many community members still face barriers accessing these resources. These challenges include a lack of transportation to the library, no way to practice skills after attending technology classes, library hours that do not align with work schedules, and offerings primarily in English. The PowerOn Jeffco program was specifically designed to help remedy these challenges and accomplish our goal of easing the digital divide across the County.


Key Elements of Innovation

PowerOn Jeffco participants complete six in-person classes, in English or Spanish, learning basic computer and internet skills. Courses first connect users to the library and then to other important resources and services, simplifying daily technology needs and helping to build long-term success in their communities. The flexible model uses components such as AmeriCorp Digital Navigator program to provide a continuous learning journey.

JCPL partnered with Jefferson County Public Schools and community partners to offer courses at locations throughout the county, rather than solely at libraries. This allowed JCPL to reach people who may find it easier to navigate to public schools or other community resources.

After completing training, qualified low-income participants receive a computer and one year of pre-paid internet access. No proof of citizenship or legal status is required. By creating an ownership program, we incentivize learning in a way that has never been done at JCPL.


Achieved Outcomes

PowerOn Jeffco is transforming lives, including:

  • Post-training participant surveys show 90% felt more confident and knowledgeable using digital resources
  • Creating strategic partnerships with local organizations to provide training sites and assist with trainings, including multiple school locations

  • Learning about existing library and county job-seeking resources, such as resume support and the Business & Workforce Center
  • Online therapy sessions for a disabled child
  • Starting a landscaping company
  • Applying for jobs/unemployment benefits
  • Using new computers skills at their job
  • Applying for housing/Connecting with food resources
  • Learning accessible technology and using a computer instead of driving to deliver medical records
  • With this program, JCPL reaches underserved members of our community and provides opportunities for a path forward–connecting people to vital online resources.
