Innovation Synopsis

Scottsdale Public Library created a new strategic plan that incorporates the needs of its community and staff after extensive changes in management. Results show improved customer service through easy, convenient access to materials/resources was key for the public and the need for improved internal communication, increased training and feeling valued were key for staff.

Challenge/Opportunity

Significant change occurred in management. Senior library management had four out of five positions to fill causing a shift in management style. A new library director, two senior managers and systems integrator supervisor were hired. Other vacancies resulted in promotions for two coordinators, two branch managers and an administrative secretary. An outdated strategic plan existed but was not being followed at all levels of the organization. With new management and no clear direction to follow, changes had to be made.


Key Elements of Innovation

A consultant was hired to work with a committee of library staff at different levels and a library board member. Over 2,000 surveys were completed by users, non-users and staff. Focus groups were held for all ages including those experiencing homelessness, businesspeople, ESL families, the Library Board and Friends of the Library. Stakeholders including the city manager and members of city council were interviewed. Library collection data/turnover rates and benchmarked municipal libraries were analyzed.


Achieved Outcomes

The plan contains five goals for success, along with a new mission (putting people at the heart of dynamic library services), and vision (to preserve the past, enrich the present and illuminate the future). SPL is poised to provide the best services in terms of convenient access, staff development, engagement through outreach, advocacy of services and enhanced library facilities. With changes in services due to COVID, its vitally important to have a plan that adapts to meet community needs in the good and challenging times.
