Since its founding in 1860, Worcester Public Library (WPL) has navigated significant challenges and transformations. Recently, under the leadership of the first Executive Director, WPL tackled operational instability and a global pandemic. Key innovations included the establishment of the Community Resources Department, addition of a Director of Library Services, elevating the position of Circulation Manager to department head level, and creating the Access Services department. These changes improved staff representation and decision-making processes. Leadership roles were redefined, fostering clarity and alignment with the library's mission. A proactive listening tour and an organization-wide assessment addressed staff concerns, guiding strategic advancements. The library's adaptability and commitment to community needs have positioned WPL as an adaptable, resilient and forward-thinking institution, set up for success for years to come.
Challenge/Opportunity
In 2020 WPL faced a dual challenge: navigating the pandemic and addressing a history of leadership instability. With 6 Head Librarians in 10 years, WPL struggled with internal disarray and a lack of cohesive strategy. The pandemic highlighted the need for adaptive services as public reliance on the WPL's digital access grew. Simultaneously, a major renovation required the relocation of key sections, further stressing the organization. The arrival of the first Executive Director in December 2020 marked a turning point. The new leadership undertook a comprehensive listening tour, addressing staff concerns and rebuilding trust. Organizational restructuring included the formation of the Community Resources Department and redefined leadership roles, improving operational alignment. This dual approach of addressing immediate pandemic-related challenges while strategically reorganizing for future resilience transformed WPL, making it better equipped to serve its community and adapt to change.
Key Elements of Innovation
WPL’s transformation centered on restructuring, strategic leadership, and community-focused initiatives through a lens of diversity, equity, inclusion and accessibility. The creation of the Community Resources Department addressed critical social issues like homelessness and immigrant assistance. Leadership roles were redefined, and restructuring of departments allowed for better representation and decision-making. Project-based task forces, like the New Users Task Force, fostered cross-department collaboration, exemplified by the successful March Meowness campaign, which boosted library engagement and circulation. Technological advancements and redesigned workflows supported the library's mission and community needs. Continuous feedback loops with staff and stakeholders ensured the changes were effective and adaptive. These innovations made `WPL more responsive, inclusive, and strategically aligned, positioning it as a model of resilience and forward-thinking in public librarianship.
Achieved Outcomes
WPL’s transformation led to significant positive outcomes. The creation of the Community Resources Department, staffed with roles like the New Americans Librarian and Social Services Specialist, helped to address community need and led to us being honored as a finalist for the IMLS National Medal. Leadership and organizational restructuring enhanced decision-making and operational efficiency. The March Meowness campaign boosted engagement, increasing foot traffic by 10.7%, circulation by 9.2%, new library cards by 10.2%, and unique visitors to the website by 46%. Organizational realignment ensured better representation and collaboration across departments. Continuous feedback loops with staff and stakeholders facilitated adaptive and effective changes. These outcomes demonstrated WPL's enhanced responsiveness, inclusivity, and strategic alignment, making it a resilient and innovative public library model, with the ability to remain flexible to address the future needs of the community.
