Innovation Synopsis
Prince William Public Libraries has introduced programs, services, and initiatives that have allowed it to stand out as a recognized and valued county government department. Prince William Public Libraries has earned vocal support from local government leaders and elected officials, leading to its creation and adoption of strategic plans that complement the County’s vision, and approved funds for more libraries. The following years promise to be exciting for Prince William Public Libraries and its community.
Challenge/Opportunity
Prince William Public Libraries (PWPL) serves the most diverse and one of the fastest-growing communities in Virginia.
Between 2010 and 2021, Prince William County (PWC)'s population increased every year, making it the fifth fastest-growing county in Virginia (2020 U.S. Census). In addition, PWC is the most diverse county in Virginia, with a diversity index of 73.7%, and ranks #10 most diverse county in the U.S.
These demographic developments put extra pressure on public services, including library services. PWPL aims to bring people, information, and ideas together in a welcoming, inclusive environment. Truly achieving this mission presents new, exciting opportunities. PWPL must meet the demands of the growing population and enhance its collection and programming to reflect the area's racial and ethnic diversity. This is only possible with the support of the local government since PWPL is a PWC government department dependent on the PWC budget and support.
Key Elements of Innovation
PWPL has had strong support from local government leaders and elected officials, which resulted in support for more libraries.
In 2023, the Prince William Board of County Supervisors (BOCS) approved funding for a property purchase and feasibility study for a new library for one of the county’s growing communities. PWC Executive Management and BOCS also reserved funds for land purchase and launched a study of options for the future of Potomac Library, one of PWPL’s oldest libraries that no longer meets the demands of its growing community. In 2023, BOCS also approved the purchase of a Mobile Library, recognizing the need to expand library services to underserved communities.
Although these achievements may not be innovative, they are of immense significance to the growing value of library buildings as community hubs and the need for library resources and services within the brick-and-mortar buildings and out in the community.
Achieved Outcomes
PWPL launched the Mobile Library in March 2024, and its value in serving underserved communities and increasing PWPL's presence in the community has already been recognized. The Mobile Library visits neighborhoods, schools, parks, Boys and Girls Clubs, and more. It has made 76 visits and reached more than 3,100 people. It now receives more requests for visits than it can fulfill.
The approved funds and plans for more libraries are another significant achievement. While it will take years to materialize and benefit the community, PWPL can be sure that the future of public libraries in the greater Prince William area is bright. PWPL Strategic Plan 2024-2028 is ambitious, but it is realistic thanks to the strong support from local government and elected officials. PWPL will continue evolving to meet its community’s needs and interests and be a place where everybody feels welcome, the community flourishes, and the future is nurtured with every page turned and every question asked.
