Tech Toolkits – Improving Point-of-need Access

Innovation Synopsis

King County Library System Public Services and Information Technology departments collaborated to develop three distinct technology toolkits to support direct public service to patrons during individual instruction and outreach outside of library buildings, as well as group instruction in any setting.

Challenge/Opportunity

Challenge:

  • Inadequate means to provide full individual service in and outreach from the library
  • High demand for existing, centrally stored equipment
  • Nonexistent or inadequate internet access during outreach
  • Limited opportunity for librarians to develop innovative wide ranging services
  • Different tools needed for 21st century community service

Opportunity:

  • Provide more relevant and responsive services to local communities
  • Matching technology to specific service needs
  • Bring services to where patrons are
  • Develop modern skills in librarians
  • End limitations to availability and effectiveness

Key Elements of Innovation

Based on pilot testing and input from branch staff, three technology toolkits were developed:

  1. iPad kits with cellular data connections, ideal for hands-on activities, presentations, and outdoor events
  2. Outreach Laptop/Hotspot combination for one-on-one instruction and off-site circulation
  3. Learning Resource Laptops configured for group classes in any setting

All toolkits are portable and make it easy for staff to provide service anywhere in our service area. Each of the 11 regions in the KCLS service area received one of each type of toolkit. Supplementary iPads and Outreach Laptops are available to fill short-term needs such as special events.


Achieved Outcomes

Community members now have increased access to the full range of library services and discovery no matter where they find KCLS, with far greater opportunities for technology instruction at their local branch and more inclusive point-of-need service outside the library. Staff have more opportunities to develop technology-savvy services and programs, as well as greater control of, and more immediate access to, the equipment they need. An additional, unplanned outcome is the emergence of a cross-functional team including staff from several administrative divisions and nine branches that implemented the toolkit rollout.
