Technology and Online Access for Adult Literacy

Innovation Synopsis
In response to COVID-19, Miami-Dade Public Library System transitioned its adult literacy program, Project L.E.A.D., (Literacy for Every Adult in Dade), online. Leveraging its tablet lending program, MDPLS connected learners with internet enabled tablets and basic use instruction to facilitate learning continuity safely at home.
Challenge/Opportunity
Project L.E.A.D provides one-on-one tutoring to adults with low literacy skills at MDPLS’s locations. With library branch closures and occupancy limits upon reopening, program participants were unable to meet in person to continue learning. With library programs and services switching to virtual formats, learners lacked the skills and equipment to adapt. Library staff used existing borrowable library tablets to not only connect participants, but also teach them basic technology use and build digital literacy.
Key Elements of Innovation
Project L.E.A.D went completely virtual. For the transition, volunteer and learner intake switched to virtual formats which required new procedures, training and a website. MDPLS had recently launched an LTE enabled tablet lending program and that allowed participants without access to a reliable device and connection to not only participate, but also receive basic digital literacy instruction if they need it from library staff. Without assistance, learners would have otherwise given up and discontinued participating.
Achieved Outcomes
By connecting learners and tutors with tablets, Project L.E.A.D. staff ensured program continuity. In addition to participants building literacy skills, this has also provided the means to improve digital literacy. MDPLS hopes learners feel more confident in both their language and digital literacy and continue to build on their skills. The new virtual format will enable MDPLS to connect more future participants and remove barriers such as lack of transportation or time.
