The Urban Libraries Council partnered with the U.S. Departments of Housing and Urban Development (HUD) and Education (ED), the Campaign for Grade-Level Reading (GLR), and the National Book Foundation (NBF) to launch the Book-Rich Environment (BRE) Initiative.
